Ive had great fishing for bass and trout in the rain and snow. The only factor with snow.... is how cold is the air and water? If the water temp gets to low the fish will get lethargic. and unless you bump a bait across their nose likely wont bite.
Have fun rowing your boat, in the moat and catching fish in the snow
I've heard of it raining cats and dogs, but never seen it snowing fish! J/k. Sure you can. I've tried a few times and usually works best with slow deep lures.

One fish, two fish, red fish, blue fish.
You can catch them in the snow, you can catch them while you row.
You can catch them from a boat, you can catch them in a moat.

Even though it sounds quite cool, I can catch fish in a pool. that would make me want to drool, but I have to go to school.
Slow it down a lot and then some more
I am just devoutly grateful that I have never had to experience fishing in the snow.
