In my opinion the most sure way of getting a fish is going to the supermarket. I've never found one lure that always works, and believe me if I did, I sure wouldn't tell anyone.
ive always preferred a buzz bait or frog just for the violet strikes, but i would have to agree with woodsman on the fact that nothing will work 100% of the time.
I like a vintage yellow plastic vamp spook. But I have caught bass on a Snagless Sally with Uncle Josh pork frog on it for forty years and it has never failed. There is not any perfect bait and there are and have been thousands and thousands made over the years. They have all worked for someone or they would not have been made. I think it has more to do with the person using the lure and their personal technique. The trying of new lures and experimenting is one of the thrills of fishing and part of what keeps the industry going.
Weedless Scum Frog, if you work heavy weeds and lily pads long enough you will be almost guaranteed to get a strike. For smallmouth in the rivers I like a Rebel Popper also.
I've had topwater lures that work amazingly one day and not at all the next day, so I like to switch up every time I go out. Hula poppers are good though. They work quite well.
Gerg, Snagless sallys are still available at BassPro. They were one of the first spinner baits I ever used and I saw no real reason to change. And about pork, just who and what doesn't like bacon. I am doing as good as can be expected I guess. There was a lot of nerve damage, but I can still function good enough to fish. I have lost 54 pounds so that is a good side effect from this stroke.

A silver/black Rapala seems to work for me when times are tough.
I don't have any lures in that category, but my go-to lure when all else fails is an ol-timey flatfish.
3 blade buzz bate or a hula popper

I really enjoy throwing a jawbreaker, but that is usually just under the surface. It is always fun to throw a Jitterbug
