As the others have pointed out you obviously can't fish for any species outside of any legal season that is in place in the area you are fishing. I'm assuming(and kind of hoping) that you maybe meant can you fish for them in the winter? The answer is yes(again, assuming there is no legal season up there). The conventional way is to slow WAY, WAY down with soft plastics, but I also recently read an article in bassmaster magazine about burning spinnerbaits and cranks in cold water to get reaction strikes, and jig/w trailer is effective year round. The article is probably available on their website. It's generally much tougher fishing, but I've had some really productive cold weather days in the middle of winter myself, and you often have the water to yourself that time of year, so there are some advantages. Also, I have seen a few sporadic pictures on here of people pulling Largemouth through the ice.
