How do you clean/dress fly line? I have got some time to kill as it is raining here in nor ca. I have yet to clean it and I have gone fishing probably 20 times now with the new line.

If you want your line to cast well, you should clean it after ea. use. One time, and you will get algae scum to stick to your fly line. It only takes a mild soap, and a damp cloth. strip off the line from your reel, and run it through the cloth. I use ORIGINAL ARMORAL. I put an old sock on my hand, spray some Armoral on the cloth, and run the line through it. It cleans, and slicks the line. There is a small, rectangular thin box with slots in it for your line, and pads inside that you can spray the Armoral on, close it up, and pull the line through it, but you can do it as I said without buying the accessory.
Scientic Anglers and Glide are two other fly-line cleaning products on the market that come highly recommended. In addition to the algae and scum you pick up while fishing, your line collects all kinds of debris while practice casting over grass.
i use one made by cortland...what can i say i'm a cortland guy, but there are many different line cleaners out there, try different ones, you may personally like one better than another because of what is on your line/how you fish...but right now the issue isn't your line it's that you aren't out fishing in the rain! if it's been raining a lot bright san juan worms work very very well, that is assuming the water isn't too dangerous to fish
