Creek chub cut into cubes and let to sit outside in a Zip-Loc bag the afternoon before you fish. They are oily and the cats around here can't resist a cube or two on the hook.
As a commercial catfish fisherman on the Missouri, I discovered that congealed cow blood was far and away the most effective bait for trapping catfish. If you are going to throw something out on a hook, I have found a lip hooked frog tossed in the fast current is killer for channel cats and a big chub cut bait on the bottom is killer for blue and flat head cats.

Shad, live or cut, followed by chicken liver, and sunfish.
I've caught only about 5 catfish this year mostly abot a foot long and they were on pieces of hotdog but pork chop works good too.
Cut skipjack for channels and blues. Live sunfish for flatheads.
Rabbit liver, definently out performs chicken liver.
I'd rather eat the rabbit liver myself.
If legal, use a perch but only the head for best results. Otherwise just use a cut up bluegill or chub.

I caught another foot long channel last night but this time on a live baby bluegill about a inch long hooked through the lip.
Hot-dogs and chicken livers.
I use live creek chubs and bluegill but if didn't get any bait fish I have had alot of luck with sun baked chicken livers.
