Q:
On the Jim River here in SoDak there are some stretches of the river that stay open year round. Is there any technique that would work to catch cats out of these open stretches of water? Most of them are accessible from shore. The Jim is muddy year round and cats are about the only fishable species. In the spring, worms work best, in the summer stink bait and live bait work best and in fall stink bait works best. But what would work best now? Im sure most of the cats have their heads buried in the mud.

chicken liver works well around here when it gets cold out. Often you can get chicken liver for free or nearly so, just have to ask around. either farmers or possibly a local butcher will be able to get you a line on some.

I have decent success with cut baits. I always use fresh though and keep them alive until I need them so it might be hard to find in the winter.
