I'd say minnows are definitely your best bet, but if you're set on lures Berkely makes a good 3" minnow that comes in a pack with jig heads. 2 jig heads and 8 soft minnow per pack, I'd recommend using the shad/silver pattern.

I'm not big into the lures for fishing in weeds so I just go with minnows right above the weeds and it usually works well for me.

Im mainly after yellow perch, small mouth, pumpkinseed, largemouth, hornpout, black crappie and other fish that reside in Weare Resivoir in Weare, NH.
for the sunfish id use ultralight(1/16 or smaller) maribou jigheads tipped with maggots or waxies, the bass and pout should be interested in minnows.
i use a nice shiny jig
