I don't know if it's the best but it's the one I use the most and has been filling my freezer for as long as I can remember...

Bottom bouncer rig with about a 4ft liter with a variety of beads and spinner colors/sizes, tipped with either nighcrawler, leach, or minnow.

Lots of different favorites depending on location and conditions. If I could only take one, it would be an orange Berkley Flicker Shad. I mostly river fish in the Missouri.

THE best is a Wedding Ring lure with a fresh whole
nightcrawler, trolled deep and slow....second best
is a quarter ounce green fluorescent jig with a nightcrawler...bounced on rocky bottoms.
