You can buy or make dough bait that supposedly works well, but I've never tried it personally. Cheese cubes and corn will give results as well.
If you're going for grass carp (as opposed to common carp and their close cousins), they will sometimes take small topwater lures with feathery tails. I have done pretty well with them using green dry flies on a fly rod (which is a TON of fun), by casting into clumps of grass that they are eating. They are pretty skittish, so a soft presentation is key.

Put on a small splitshot & small egghook with corn on it. Let them pick it up & hang on. I use a 10' 8wgt. flyrod, it's tons of fun.

i use just reguler dough, but make sure you smash a cotton ball into it or else it will just fall off your hook
something nasty, something that smells, they are slow fat fish, and they are always at the bottom searching for food, they have an amazing nose.
