how about .22 and an excited kid?
Just Google "turtle traps" and you'll find some great sets of plans that are simple to make and shouldn't cost much. Of course, you can always dangle a piece of meat on a hook from a limb just above the surface
if you going to eat them we use string with a metal leader and catfish hook with a small baitfish on them
