I have heard that during a full moon is the best time to go for panfish. Is this true or did he just make that up. It seems unlikely but I thought I would ask.
The tides are controlled by the moon in tide-water areas such a rivers, creeks and streams. Even ponds are affected by the gravity forces of the moon, so the phases of the moon do matter.
Fishing tends to be very dependent on lunar cycles. From what I can tell fishing on a full moon for panfish is pretty good. But on the other hand I can tell you a full moon fishing for flounder is the worst. Different fish like different cycles. You can look up fishing prime times and they are all based in some way on the lunar phase.

Ive always had great luck at night with flies, catching 7+ inch panfish and keeper bass.

Santa nailed it. I personally do agree with the person who told you this, full moon fishing can be better for panfish.
