Catfish are mostly bottom feeders. Where I fish at the fish are moving into the shallows following the baitfish at night. About four to ten feet deep. I use a bottom rig with a slip sinker, and live or cut shad. Hope this helps.
I know people in Illinois that bank-pole, and they place their bait about 6 inches below the surface in water that is 2 - 4 feet deep. They always seem to catch quite a few. When I am fishing with a fishing pole I tend to have my bait on the bottom or just off of the bottom.

Well, I think it depends on the breed of cat you're fishing for. Your average tabby doesn't care for swimming much, so casting a ball of yarn on the shore, or a mouse immitation pretty much anywhere, should work. To get a Persian, you'll probably have to cast into your neighbor's front room, but floor level should be OK. I don't recommend catching your basic polecat - they're odiferous, and taste awful! (Sorry, I couldn't resist!)

i keep my bait 6-8 inches off the bottom.
we mainly fish off the bottom, but we do use a cork about 18 inches deep, off the rocks when theyre spawning

I like to fish shallow flats off of a channel or hole of some kind. I catch good eating size channel cat as shallow as 12"
I fish right by a drop off with the hook about 6 inches below my float
