can you go over the recommended lb. test for a reel?

You certainly can if you want to. It may not work as well since the line diameter is larger that what the size of the reel was designed to handle, resulting in casting difficulties. You also don't want to put a lot more strain on the reel than it was designed for, such as tightening the drag down for fifty pound test on a reel made for ten pound test---that's an extreme example, but you get my point.

Country nailed down most of it. Will add that while you can put the larger test line on, it will not hold as much total feet of line because of the larger diameter.

You can but your spool would hold less line. I would suggest using braided line because it has smaller diameter than monofiliment or other line.
