what is the best bait to use to catch smaller tarpon like three or four feet? I was at a pier i saw them rolling constantly but no one on the whole pier caught one.

Learn to fly fish. Tarpon luv flies.
Large live shrimp are great.
So are baby blue crabs if you can get them.
A weightless live pin fish/menhaden/baitfish of choice with a good leader under a popping cork
use crabs, no sinker, just hook them throw them on the surface and u should get one
