You could hook bungee cords from the hooks on the ceiling and string it across to the other one and do that to both sets of hooks and it should be able to hold your fishing rods. think i saw in one of the F@S issues a few months back.
My Jimmy has two pairs of garment hooks - one over the passenger doors and one set in the cargo area. I bought two expandable garment hanging rods and used plastic ties to secure them on the garment hooks. Rod cases fit up there between them just fine. I wrap small hooked bungees around the cases to keep them in place. My canoe paddels and gun cases also go up there.
i do remember seeing it in a past issue of f&s. if your good with a needle and thread you could sew velcro loops into you headliner and put your poles up like that.
