There is usually a black market for ordinary handguns in major cities where handgun bans are in place. Many otherwise law-abiding people feel justified in buying guns in the black market when there is no legal way to obtain them.

The whole reason Al Capone was able to become a crime boss was because the government outlawed (banned) what had until then been a legal substance so ingrained in the American culture that it was an integral part of our customs. You would think that the oppressive government would learn from just what a great job they did with Prohibition and the crime wave that caused.
