Depends upon the intended purpose such as hunting, target shooting, plinking, even handgun use versus rifle. Actually right now anything I can buy for $20+ a brick when it was only half that price just over a year ago is the best.
Unless you are into serious target shooting, the best ammo is like the best beer---the two best kinds are free beer and beer on sale. (You can't go wrong with CCI.)
There are a ton of different kinds of ammo,Remington Eley 10x is one of the top choices for target shooting or RWS match ammo. For plinking or varmints, I honestly don't think it matters what you shoot, I use RWS match for target shooting and hunting, but I use an Anschutz target rifle and shoot everything in the head, quick, clean kills and saves all the meat.
I really like CCI Stingers or Velocitors for hunting with the 22 Long Rifle and I prefer the Winchester 40 gr. Jhp in the 22 Mag. and just like 007 said there are none to be found anywhere.

I say for varmints it is CCI. For plinking it is Remington. And for handguns it is Federal.
The Winchester Dynapoints seem to run pretty clean and accurate through my Rugers.
I've had good performance and no jamming with CCI Stingers in both pistol and rifle.

cci for hunting remingtion for target but be sure to note the diffarance in accuracey its not much with my 22. but they all seem to shoot diffarent

I use the remington yellow hornets they just are complete killers you can go wrong with the bullets.
wolf matchloads are also good
