Ruger 10/22 are great guns for a good price. There are a ton of after market parts for them as well so you can make them as accurate as you can afford.

You're price range is right in the range of Ruger 10/22, which I would highly recommend. You can get just about any type of add-on for that model, especially the bull barrel which will add to your accuracy significantly.
I saw a very nice .22 in Gander Mountain yesterday with a heavy barrel and wooden thumbhole stock. I think it was a Savage with the accu-trigger. Looked accurate.
The Savage Mk. II target rifles are very accurate, they have the accu-trigger, and you can have one for around $250. I think the one buckhunter mentioned is the BTV or BTVS, awesome gun, but a little over your stated price range. The non-thumbhole BV is laminated with a heavy barrel as well, and under $350. That's what I would recommend. Winchester Wildcat sporter and target are worth a look too, have only shot the sporter, sure the target is even more accurate.
for the price anything marlin makes is very accurate. especially their bolt action rifles
but the most accurate 22 i have ever owned or seen was a newenglad firearms youth rifle... it shoots bullet holes at fifty yard.

Have had several Marlin Model 60's, stock they out shoot my ruger 10-22, with heave barrel and target stock and gunsmithed trigger. My next will be a Savage Mark II FV. This is susposed to be the best now, but costs twic what the Marlin 60 does.
My choice is the Marlin Model 981T(S/L/LR Tube fed bolt,22"barrel,bedded polycarbonate stock)...Eats 10/22's,Savages,and Remmy's all around...The only problem is the trigger pull(could be lighter).But still 120yds(360 ft) 1 ragged hole...Buy One

Savage makes a cheap target rifle for around $300 can't remember the model #.
CZ's are also great for accuracy.
10/22's are ok, not the most accurate but if your just plinking or shooting varmints and such that's a great choice
