first off why? that is a pretty tight choke for stuffing 9 pellets through at 1200 fps or so. There is no room for them to compress it would be like single string wad colume of charge coming out of the barrel trying to get out all at once. I would think 0000 would be even too tight. But then again, I don't shoot buckshot either for anything I shoot. BB and #2's are my extent until slugs are needed.
You can, but the pattern will be terrible
No two shotguns pattern the same, but there is a good chance you will get all of your pellets in a six-inch circle at 25 yards.
No, you will likely damage the choke tube or the barrel. Consult the C/T manufacturer before you attempt such.

Both Winchester and Remington recommend full choke barrels for OO buckshot, and the only warnings on the box pertain to the use of modern arms in good condition, avoiding the use of damascus steel barrels, checking for obstructions in the barrel and using sight and hearing protection.
I have not personally fired OO buck through a turkey choke, but I have heard favorable reports from those who have.
I doubt the Legal Dept. overlooked the possibility of using buckshot in turkey chokes, but I suppose anything is possible.
