From what I have read the game department shut down one particular area temporarily because the hunters had already taken 9 of the allotted 12 permits and wanted to make sure there was interest in this area later on in the season.
Libertyfirst is right, a little more info is that the hunt near Yellowstone was postponed. They did this because they wanted more wolves shot near ranchers, the areas that are now open are back country areas that don't attack livestock. They will fill the remaining quota, but they closed the back country so the city wolves will be shot when that season opens. Basically the quota was far too low, hope they learn from that mistake.
Another update is that they will most likely take some from the other quotas and move them into that area so they can shoot more wolves near Yellowstone. Probably won't add more to the state quota sadly.
