No dogs huh? Are scents or bait legal to use? If they are, mix up a cocktail of anis oil, artificial vanilla extract, and caramel extract. Dilute it with some water and put it in a spray bottle. Spray it all around where you are hunting, on branches, trees, stumps, rocks, everything. If there's a bear anywhere within a mile of you, it'll come in as long as it doesn't smell you. For bait, you can't go wrong with hitting up a pastry shop for day old "waste" donuts and pastries. Again, check the local game laws to make sure you these techniques are legal. Bear drives are another good technique, but it requires several people.

if baits are legal take an 8in pvs pipe 3-4ft long drill alot holes 3/4in wide in the side cap one end and put on a screw on cap on the other fill with dog food and hang it from a tree a week or 2 before season and make shure to keep it filled. when they come up to feed they will be there longer because they have to claw out the food from the holes

you could also just dump dog food on the ground before season and put up the tube when you are hunting
