it is best to get one or more of each type of call: slate, glass, metal, diaphragm, and others like Tom Gatskins turkey call. Each have pros and cons. but as for the best, i prefer a Knight and Hale Glass Hammer.
Every turkeys different, some like it raspy, some like it high and squeaky, etc. Try a little of everything until you get a reaction. I used a mouth call, to call my bird in this morning. Other times it's been the box call.

Lynch's Grand Champion box call.

Find 'em and get 'em close with a Lynch box, then switch to a diaphragm for no movement calling.
A good box call will do quite well as will a good glass/slate type call.
Calling is only about 20% of turkey hunting, wood craft is about 70% along with a 10% measure of luck!
Yell out in a husky sexy deep voice’ “GOBLE!” “GOBLE”! BIG BOY!
SLATE calls are probably your best bet. you can make a wide variety of noises, from purrs, to soft chirps, to screeching yelps. i love it.
I have fallen in love with the HS Black Widow so easy to call like a turkey with it.
Either a box call or a mouth call.

Try a hen in estrus call. wink, wink.
A box call
I would stick with a box call.
Definitely a Box Call!!!
