I shot my first deer down around Paradise east side of the Chiricahua Mountains. Deer where every place went!! Either side of I17 and south of I40of Flagstaff are good for Elk TOO! Around Crown King is also good!! Redington Pass maybe shot out? Try those little mountain ranges out on BLM that takes some doing to get to from the road; they may be your best bet
