If a bow says that it has a draw weight that can be adjusted from 20-60 lbs than does the arrow travel the fastest with the 60lb draw weight and slowest with the 20lb draw weight?

yes but not bow really has that much draw weight adjustment. I am guessing that it is a starter bow. The draw weight is dependent on the draw length to reach a certain weight. Most of the starter bows will be able to hit 60 lbs when the draw length reaches within 1 or 2 inches of the max draw. They will grow in draw weight with more draw length. So at 24in draw the max poundage may only be 40 lbs but at 27 it may be 58 and at 28"/29"/30" (some bows have different max draw lengths) it will probably go to a few lbs over 60 (most bows top out at a few lbs more then their max)
