If you have a Dunham's stoor in your area they have a lot of good pellet guns for under or around $100. The single shot break action guns are the best and they are usually right at your price range.
Crosman sells a break-action single shot that moves .177 pellets around 1000 fps. Mine will shoot quarter size groups at 40 yds. Most excellent for pigeons.
I agree with FISHFEARMELS, I have a Crosman Quest 1000x and my parents paided about $100 for it at a local Dick's Sporting Goods. It is very accurate, and it has killed everything from rabbits and squirrels to grounghogs and birds(you know this thing is accurate if you can shoot a small bird 25 yards away(trust me I did it). It even comes with a scope. I have it in .177 and it has not let me down yet.
