You may want to check texasoutside.com/scubanavigate for information. You didn't mention what part of Texas, but it's a good site from which to start. Also, check your local dive shop(s) and they'll be pleased to give you more information.
The Gulf is the best swimming experience in Texas or any of the states that border on it. I used to use only a face mask and flippers.

Please clarify WHERE in Texas you hope to scuba dive. Are you interested in diving in the interior, in lakes or quarries (if so, in what counties) or are hoping to find sites or dive operations on the Gulf?
