You can't go wrong with a browning BPS. Great turkey gun, excellent slug gun. They go just a little higher than $200, but they are worth the extra cash.

Anything that will shoot a 3" 12 gauge shell, including single shots, that have a full choke or screw in choke tube.

If $200 is your limit, you should look for a used gun. An 870 or mossberg 500 would be ideal, but if you want to get out turkey hunting this year, I agree with WA Mtnhunter--any 12g with a screw in choke that can chamber a 3" shell.

If you could maybe wait and save up an extra 100 bucks for a new 870... 28" barrel, 3" chamber -Slug barrels available- hardworking gun. Definitely can't go wrong with one.

H&R/NEF single shots are perfect turkey guns. Light, compact, and cheap. Within your range brand new. You really shouldn't need a second shot with turkeys. You can save up a little more and get a slug barrel put on it too.
