General Sturgis was the commandant. This is the same guy that Sturgis, South Dakota was named for. It is also the same guy that Nathan Bedford Forrest and 3500 followers attacked at Brice's Cross Roads in NE Mississippi. I once heard that Custer was promoted like that, but I have also read that he held intermediate ranks, so that should count only as a guess.
