what's the best bait for whitetailed deer in manitoba. i've tried apples but they dont seem to come

Acorns, Corn, Milo,Cmere Deer( Too expensive though ) Saltlicks with molasses, Apples work most places though, as do almost any nut. Hope this helps you.

Make sure it's legal. I don't believe it is in Ontario.

I have used all of the things that Moishe has said to use, and they all work, I have never seen anything like putting peanuts down and peanut butter, yes I did say peanut butter. I took raw, salted peanuts from the bag, you can get them in the produce area of Wally World, I spread them all over my open field. then right in the middle my wife took a 6foot 2x4and put it in the ground so that only about 3 foot stood out. then she smeared chunchy peanut butter up both sides. I just laughed at her and let her do it. I would have never believed what happened next. about 6 hours later right at dusk. The deer stanted coming to the field eating the peanuts, then they found the stick , we had 13 deer fighting to get a lick. never saw anything like it. So I would say give it a try!

To echo Ontario Honker's concerns, it is absolutely illegal to bait whitetail deer in Manitoba. This does not include decoys or chemical attractants but, it is illegal to use scents, chemical attractants and other sub-stances that contain urine, faeces, saliva or scent glands of cervids.
