So How Does an Elk Get a Tire Around Its Neck?

There’s a chance this cow elk near Morrison, Colo., is pregnant, so authorities don’t want to tranquilize her in case she’s carrying a calf. But locals say accidentally-decorated elk are a common sight in Colorado.
From 7News:
Colorado Parks and Wildlife is aware of an elk that has had a bird feeder around its neck, another has a tomato cage. In the past, 7NEWS has seen pictures of several elk with Christmas lights, a swing and even a barstool around their necks.

The local news station showed a video of this elk running around. She was running around quite well. The new cast also mentioned that it posed no danger since it didn't inhibit her from eating and drinking.
How can she be pregnant? They obviously used a "rubber"!
"Rubbers" are not a 100% effective form of birth control. - some random doctor
Just thought about it after the last comment. Is this some new form of herd management from PETA?
Very strange! From the looks of this photo she could easily get rid of it by simply tipping her head down. Perhaps it is a convenient fur scratcher?
I thought I was missing a spare tire!
