From the Rochester, Minnesota Post-Bulletin round-up of Conservation Officer Reports for the week of October 24, 2013:

“Officer Tom Hemker of Winona reported getting a complaint from a birder who wanted to report a hunter for “putting a duck on a stick in the water. The duck kept flapping its wings but could not get off the stick. There were several other ducks sitting still on the water around the duck stuck on the stick.”

“The officer explained the use of robo ducks and other decoys for duck hunting.”
