I've read the question a few times and I don't get the point.
I think what he's saying and I'm probably wrong seeing as it's not stated clearly is that "A poll on deer populations is not correct if you don't address non huntable deer in your states such as, game farms and other deer preserves." So really I don't get your point why would you put non-huntable deer in a estimate of the deer populations seeing as they are captive pets to many people.
