Newbie needs some help with a northeast saltwater setup

I officially got the fly fishing bug and I'm having an awesome trout season now I'm looking ahead to summer striper fishing up in Maine. I have picked up fly casting fairly well and I am looking for a fly setup for saltwater mainly on the rt. 1 stretch of ocean and the Ogunquit River up in Maine also in the Brewster flats and Chapin beach down the Cape. With so many options out there any opinions on what weight rod I should get and reccomendations for line would be much appreciated. Looking to spend no more than 250 or so on the rod I am leaning towards a Ross Cla 4 reel which is 7-9 8wf 200 because I can get it pretty cheap at 100 dollars but I am open to ideas on the reel. I have noticed that some rods like the Temple Forks BVK are pretty light in an 8 wt is 3.2 oz while the CLA reel is 7.3. In that situation should I go with a 9 weight that weighs 4.3 oz to balance the reel which would mean putting 9 wt line and less backing on it? Thanks in advance!
