It can but doesn't always. It takes an aggressive rutting buck within earshot. doesn't hurt to try but i don't overdue it pre and post-rut.
It can work the opposite as well, and make a buck go the other way...
I think that it works best in areas that do not have a lot of hunting pressure. Rattling combined with buck grunts/growls can bring in curious bucks as well as dominant bucks looking to protect their territories. I agree with Steve182 that you do not want to do this much during pre and post rut - during these times rattling will just as likely scare the bucks off as draw them in.
My experience has been that will not work very often. If there isn't a large aggressive buck in the area it probably wont! Usually you will scare deer away instead of bringing them closer. Now if there is a dominate buck in the area I would suggest a decoy with the rattles and grunting. For me it works better if they actually see a deer.
