    Petzal: Otter Speaks, and Other News

    On May 20, the Bureau of Alcohol, Tobacco, Firearms, and Explosives reversed a ruling that had stood for 40 years, and declared that gun writers, photographers, engineers, and similar types who get sample firearms for short periods of time, must now complete Form 4473s and undergo a NICS check before they can receive said firearms.
    In a rare concession to common sense, the ATF ruled in 1969 (and clarified in 1972) that such shipments were not considered transfers. The number of firearms involved is miniscule, and no gun ever shipped under this provision has been involved in a crime. In terms of actual inconvenience, the May 20 ruling is minor. But Otter had it pegged. If you’re looking for a really futile and stupid gesture, BATFE is the place to go.

    Bourjaily: Some Good PR for Kids With Guns

    Here’s a positive news report about kids and guns. And, while this is definitely a nice news story with some good scenes of kids shooting, it doesn’t quite give you full scope of the event:  there were 140 kids present that Saturday, all of them with guns, handling them safely and having fun.

    This piece aired on KCRG TV9 news out of Cedar Rapids, Iowa. It features members of the Iowa City West trap club of which I happen to be assistant coach, which is the other reason I am posting the clip.

    The Iowa High School State Shoot takes place this Saturday and will draw nearly 500 boys and girls. Last year – our first season - we brought eight kids, this year we’ve got 18. We are not the only school club that has grown. I won’t go so far as to say trapshooting is the “in” thing but the sport seems to growing fast, at least here in the Midwest and that, I think we can all agree, is a Good Thing. [ Read Full Post ]

    How to Shoot a Magazine for Fun and (Maybe) Profit

    We want you to take the July issue of Field & Stream out and shoot it. Well, not the whole magazine, but the target on page 49. It’s part of the special Gun Nut issue, in which DEP and I put this blog on the pages of the Field & Stream. In the section you’ll find shooting advice, lots of guns, Gun Nut rules to live by and such vital minutiae as my five favorite gun scenes in the movies and Dave’s nominations for the Three Meanest Gunwriters Ever. The issue hits newsstands on June 22nd.

    Back to the target. We want you to shoot it. Really. With any gun, at any range. One shot or many – doesn’t matter – then shoot it again, this time with a camera. You can be in the picture, too.     Resting Souls vs. Pheasant Hunting Preserve

    From this story in the Willamete Valley (OR) Statesman-Journal:
    A hunting preserve proposed for a country property near Stayton has a growing number of neighbors concerned about noise disrupting their quality of life. But Gary Bochsler, who is pursuing the project, envisioned the perfect habitat to hunt pheasant when he purchased the property. He hopes the preserve will draw hunters from out of the area to shop and stay in Stayton at a time when the economy is down. Bochsler needs a conditional use permit from the Linn County Planning Commission for a hunting preserve. Hunting preserves are allowed in exclusive farm-use zones as long as property owners can show that a preserve would be compatible with existing uses, said Linn County senior planner Deborah Pinkerton.

    A public hearing is set for 7 p.m., June 8 at the Old Armory Building, George Miller Room B, at the corner of Fourth and Lyons streets, Albany. Neighbor Gary Noble, who lives on Queener Drive, is pulling for a full house at the meeting to speak in opposition.     "Tread Lightly!" Releases Tips for Shooters on Public Land

    Everyone knows, or should know, that leaving trash behind when you go on an outing is a surefire way to lose access to private grounds and even mar public ones. But a new campaign has been launched to reinforce that point, and make sure shooters in particular minimize their impacts on the environment. The nonprofit group Tread Lightly! has released a series of nine tips designed to help shooters leave a smaller footprint. The campaign is called "Respected Access is Open Access." Cooperating in promoting it are the National Wild Turkey Federation, National Shooting Sports Foundation, Safari Club International, Boone & Crockett Club, U.S. Forest Service and others. "The message of the campaign is simple: responsible behavior leads to continued access," said Lori McCullough, executive director of Tread Lightly! "Outdoor opportunities in America are dwindling at a rate so serious it demands our immediate action. Damage caused by a few uninformed or uncaring recreationists is contributing to the loss of access for everyone. This campaign will help change that." [ Read Full Post ]

    Does the National Parks Gun Law Endanger Bears?

    The grizzly took Jerry Ruth by surprise, bursting from thick brush and biting his jaw almost completely off. On the ground and barely able to see, Ruth grabbed his .41 Magnum-caliber revolver and started shooting. The third bullet pierced the bear's heart and spinal cord, killing it from 25 feet. "I'm glad I was armed with a firearm and I'm glad I was able to shoot straight," said Ruth, attacked last July 19 a couple miles from his home not far from Yellowstone National Park. Ruth's gun quite possibly saved his life. It also provided fodder for a long-standing debate about whether a gun or bear spray is better in fending off a grizzly attack.

    "Terror Gap" in NYC Gun Laws?

    Is there a "terror gap" in US gun laws? New York City Mayot Michael Bloomberg thinks so...

    New York Mayor Michael R. Bloomberg told a Senate panel Wednesday that he strongly supports congressional efforts to close a "terror gap" in the nation's gun laws, which currently allow persons on a federal terrorist watch list to buy guns and explosives legally in the United States. Testifying before the Senate Homeland Security Committee in the wake of the latest alleged terrorist plot against his city, Bloomberg (I) pointed to a new Government Accountability Office report showing that individuals on the terrorist watch list were able to buy firearms and explosives from licensed U.S. dealers 1,119 times over the past six years. "That is a serious and dangerous breach of national security," Bloomberg testified. The FBI should have the authority to block such sales, "but right now, they don't," he said. "It is time to close this 'terror gap' in our gun laws." [ Read Full Post ]

    Firearms Freedom Act Goes To Arizona Governor

    HB 2307, The Arizona Firearms Freedom Act, has just passed the senate with a vote of 22-8!

    The proposed legislation confronts the position taken by most members of Congress that the “Commerce Clause”, found in Article I, Section 8, paragraph 3 of the Constitution, gives them nearly unlimited power to regulate anything which even remotely affects interstate commerce. This bill challenges that claim, by exempting guns manufactured in Arizona from federal regulation, as long as they are stamped “Made in Arizona” and do not leave the state.…

    It is very likely that this Firearms Freedom bill will be signed by Governor Brewer into law. [ Read Full Post ]

    The Arizona House has given preliminary approval to legislation that would make Arizona the third state in the nation to allow adults to carry concealed guns without permits…. Rep. David Gowan, R-Sierra Vista, said the measure expands the liberty of Arizonans and supports the Second Amendment.

    Petzal: How Work Affects Your Point of View

    It is a fact that your occupation can affect your mental processes. If you are a school administrator, for example, you lose any shards of common sense you might have brought to the job. Thus, in February, a 12-year-old New York City girl was led away from school in handcuffs after doodling on her desk in Magic Marker, and ended up in a police station.

    Or, if you work for the TSA, you exist in an alternate universe. The all-time illustration of this came in 2002 when a collection of blue-shirted imbeciles in Phoneix Skyport detained Joe Foss because they thought the Medal of Honor in his pocket was a shuriken. Or, as a close second, there is the example of the disabled boy who was forbidden to walk through the metal detector in Philadelphia Airport unless he removed his leg braces. When his father, a Camden, NJ police officer, explained that his son could not walk without the braces, it made no difference. National security was at stake.

    And now, we have our friends in the U.S. Customs and their pals in the ATF, who have impounded 30 M4-replica Airsoft rifles, claiming that they can be converted to real M4s. This story... [ Read Full Post ]

    Petzal: Another Supreme Moment

    Having declared in 2008 (District of Columbia vs. Heller) that the federal government may not prohibit gun ownership, the Supreme Court has agreed to hear McDonald vs. Chicago, which will decide whether states and cities can just say no to guns. We should get a decision from the Supremes in June, and it appears right now that they will rule, 5-4, that Mr. McDonald may buy a handgun and keep it in his home. This will be good for all gun owners, because it will not only affect Chicago, but will enable challenges to other gun-strangling laws in other municipalities.

    (Chicago is the city where, in October of last year, four high school students killed a teenager from a rival school with their feet, fists, and some boards that came to hand. Chicago’s Mayor Daley, who is a bitter foe of gun ownership, did not say what he planned to do about the city’s board-control problem.)

    The really interesting part of the decision will regard whatever “reasonable” controls the Supreme Court may deem consistent with the right to bear arms. The Court may well come up with some kind of baseline as to what states can and cannot do to limit firearms ownership.

    USFWS Announces Firearms-Possession Policy Change

    From a US Fish and Wildlife Service press release:

    The U.S. Fish and Wildlife Service today announced that effective February 22, 2010, the rules governing possession of firearms on National Wildlife Refuges will change as a result of legislation enacted by Congress. After this date, the law allows an individual to lawfully possess a firearm within the boundaries of a National Wildlife Refuge in accordance with federal and state firearms laws. . . .

    The new law applies to all 551 units of the National Wildlife Refuge System, as well as the National Monuments and the 392 units of the National Park System.

    Among the many groups that opposed Barack Obama’s presidential race, few were more
    certain or vehement than gun-rights organizations. "Barack Obama would be the most anti-gun president in American history," the National Rifle Association announced. . . .

    So it's no stunner that after a year in office, the president is getting hammered by people who have no use for his policy on firearms. The surprise is that the people attacking him are those who favor gun control, not those who oppose it.
