If the serations are on both sides it is possible. If it is only on one side it may be that he stone broke away from a larger piece.

Is it flint or jasper? It looks like it may have been worked but not finished because of a defect. Or maybe it was broken in use.

I believe that it is a broadhead. I have about forty and it sure looks the part!
