Every spring beginning in April, striped bass in Chesapeake Bay migrate north into the Susquehanna and Elk Rivers, stopping over on vast flats at the mouth of both to fatten up on herring before spawning. These flats offer a unique opportunity for light-tackle enthusiasts to hook true cows with small jigs, topwater lures, and even flies.
