I don't know about swans, but my family has three geese and during mating season they become very protective and bite anyone who comes close. At about head level, which for them is about the same level as my crotch. All I can say is that they have very strong Jaws and pointy beaks.
I have had the very same thing happen to me, but it was a Canadian goose instead of a swan. It can happen quick when you are not expecting it.
