Commerce Secretary Carlos Gutierrez has declared commercial salmon fishing a failure off Oregon and California this year, opening the door for the state’s U.S. congressmen to seek up to $80 million in federal aid for fishermen hard hit by harvest cutbacks imposed to protect Klamath River returns. The additional monetary support cannot come soon enough for local fishermen, says Oregon Gov. Ted Kulongoski. But some see the federal aid—necessary as it is—as a Band-Aid for a larger problem. “We have a very sick river system that needs a significant amount of investment, or this will just happen again and again,” says Oregon congressman Peter DeFazio.
