Of course, spotlighting and shooting deer should be illegal, and is virtually everywhere. But what about shining without a firearm?

_House Bill 816, signed into law by Gov. Haley Barbour, makes it illegal for a person to shine a light from a public road or right-of-way on the property of another at night from one half hour after sunset to one half hour before sunrise.
Under the new law, it makes it unlawful for a person to spotlight, even though there is no weapon in the vehicle. Maj. Lane Ball of the Mississippi Department of Wildlife, Fisheries and Parks said shining has been an ongoing problem in the state._
