_Gov. Jon S. Corzine has budgeted $850,000 for non-lethal ways to control the state's burgeoning black bear population.

Department of Environment Commissioner Lisa Jackson shot down a bear hunt that was scheduled for last December after being asked to review the state's black bear management policy by the governor.

Jackson found that the state hadn't spent enough money and attention on non-lethal ways to control the bears numbers including educating the public._
