Only days after Michigan Gov. Granholm signed a pair of bills designed to draw youth to the field, Illinois Gov. Blagojevich put his signature on the “McCarthy Bill,” which immediately institutes the Apprentice Hunter License Program. The new law, named after a young man who wanted to try hunting but didn’t have time to complete his hunter-education course, will allow people as young as 10 to try the sport for a year before being certified, as long as they hunt with a licensed parent or guardian.
