From my experience, YES. Early morning and evening/sunset seem to be pretty good times to fish. I have luck with topwaters at these times. If they don't work, a spinnerbait or plastic worm can usually land some fish. The mid-day heat is often the factor that makes fishing at noon stink.

July is one of the best months to fish for largemouth bass. Morning and evening are the best times to fish but, don't let everyone fool you into thinking that you can't catch fish at noon. I've caught some of the most agressive and biggest fish in the middle of the day. Cover is best but don't be afraid to go out into water that looks clear, it might have weeds underneath.
