Anytime. They are best(color wise) in stained/dingy water.
What can I catch with them?
Mainly bass, but Walleye may hit it too.
Pike love those things. Try it in murky water or just before dark.
About how heavy should they be?
Anytime you have a chance! If it ain't chartreuse it ain't no use...
