Minnows a foot off the bottom for perch and 5 -8 feet below the ice for trout

Well for the crappie and perch, I use small tear drop jigs tipped with wax worms. I don't really target trout through the ice though so that's all I got for ya.

This year I have been having amazing luck with northland's forage minnow, get the smallest size if your going for panfish and you can tip it with a wax worm or gulp or powerbait.
