While on the Humptullips River, Wa. I came around a bend and upon three college girl types skinny dipping. They screamed and I left. Did I have a legal obligation to do so. Morally yes, maybe, but how about legally? This was far away from a publically recognized swimming hole.

It may've appeared creepy that you stuck around if they were there first. I'm sure they thought you were "lurking" or stalking them. Funny story though.
My immediate inclination would be to investigate more closely the reason for their screaming---after all they may have been in distress from a source that was not easily apparent. They may have been sreaming for you to come and capture some large trout that were bothering them. If, after careful scrutiny, I was able to determine that they were screaming because I was there, I would leave quietly and courteously. I do not think you would be legally obligated to go away any more than you would if there were another fisherman there instead of three skinny dipping college girls.
I definitely stay and catch me the biggest fish.....
If they ask me to leave then I politely go quietly but I'm certainly going to stay..........
you wouldnt want to do anything that could be construed as "assault" ... otherwise you have a right to be there same as them. They knew that. Viewing naked women is not illegal unless you paid to do so and there was an ordinance against paying to see naked women.
Seems to me that part of the attraction of skinny-dipping is the element of excitement at the possibility of being discovered so, you may be the 'icing' on the cake, so to speak.
Thinking about legalities, if both parties are not prohibited from being at the location, then you have as much right to be there as they do.
Please turn your head so that it will not be evident that you are sneaking a peek.

I don't know how long a gentleman would stay and observe, but I assure you that I would max out my gentlemanly time allowance.
You have no obligation to leave. It was their choice to be nude, not your problem. Maybe politely let them re-clothe. You might as well go, the fishing was probably ruined for the day.
Technically they are in the wrong legally (indecent exposure)... if it wasnt "indecent", enjoy the show, just dont be the creepy guy.

You had a moral obligation to immeadiately take out a camera, document the incident and then post the pictures here for all of us to see. In fact, you have broken the sacred sportsman's code by not doing so. Hang your head in shame. Hang your head in shame. ;-)
