try a plastic worm hooked to be weedless just cast it in to a hole in the mos and jig it a little make shure to have a heavy test of line because you will be pulling in alot of moss with the fish
A heavily weighted soft plastic will work well in these conditions. Punch through the weeds and let it hit bottom. Once it hits jig it up and down so it contacts the bottom of the mat. Do this a few times and let it fall back down. Then repeat the procedure.

a weedless frog would work too
I miss a lot of strikes with frogs in thick weeds. I like sliding rubber worms over the moss. It's explosive.
If they're being aggressive then a weedless frog would be a good option. Otherwise a weedless plastic worm or a tube would probably be your best bet.

I use popn grass frogs or ones with snagproof hooks.I use trailer hooks with both of these with no problems.
