_In 2001, the Department of Natural Resources developed a plan to bring ducks back to Minnesota — an idea the agency subsequently refined into a 50-year vision intended to save the state’s cherished waterfowl hunting heritage.

_But nine years later, at the end of a dismal 2009 Minnesota duck hunting season, the state appears to be stuck in reverse.
