U.S. Sens. Lisa Murkowski and Mark Begich have introduced a bill that would remove the requirement that Alaskans purchase duck stamps for subsistence purposes. The federal Duck Stamp Act requires all hunters age 16 or older to purchase and carry a $15 stamp before hunting._ The Interior Department issued an opinion back in 2001 requiring subsistence hunters to buy the stamp. The department gave hunters a grace period, but that’s now over. Groups representing subsistence hunters say requiring them to purchase a stamp before shooting migratory birds is unfair – and impossible for many to comply with. The Murkowski-Begich bill has been referred to the Environment and Public Works committee.
